International environmental and social expert Pierre Biedermann discusses in an interview the importance of involving international specialists in local projects, outlining their roles and functions.
“International consultants are engaged when specific knowledge, experience, and technical skills are required — those that may not be available locally — and when the goal is to implement a project in line with international standards
The Bakhvi HPP project involved international consultants in biodiversity studies, as the project team was committed to achieving the highest quality standards, fully compliant with the International Finance Corporation (IFC) performance requirements. In addition, international specialists were invited to address issues raised by the local community, including conducting cumulative impact and climate studiesperformed by highly experienced and reputable researchers. One of the main concerns among local residents was the project’s potential impact on the Bakhmaro resort’s microclimate. Following additional studies carried out by international experts, it was concluded that Bakhvi HPP will not affect Bakhmaro’s climate, for several reasons: 1. The significant distance and elevation difference between the resort and the HPP site; 2. The fact that Bakhmaro’s climate is primarily shaped by two factors — the Black Sea on one side and the mountainous relief system on the other.” The Bakhvi HPP project has been developed — and is now being constructed — in strict compliance with both national legislation and international standards. International experts were engaged from the earliest stages: from baseline biodiversity assessments to project design, and now during the construction phase. Drawing on extensive research conducted by renowned French and British experts, including biodiversity, climate, cumulative impact, and cost-benefit analyses, the project’s design and construction plan were developed with precision and accountability. During construction, international experts visit Bakhvi HPP several times a year to conduct monitoring missions, verifying implementation of the Environmental and Social Action Plan (ESAP). The plan aims to prevent potential project-related impacts on the project area and surrounding villages, and — where necessary — to introduce appropriate mitigation measures.
